some areas to reduce the relapse rate,difficult to help drug addicts and expand employment has achieved a certain effect.However,because community detoxification involves a wide range,complex work,short time and difficult to carry out,there are still many places to be improved.Z city is located in the central China,Beijing Guangzhou,Longhai railway lines and two m shaped high-speed rail intersection here,is the comprehensive transportation hub of railway,highway and air transportation as one of the three kinds of forms,in order to start,ninety minutes can reach 70% of the country's city,covering more than 60% of the population,richly endowed by nature.Location for drug manufacturing,drug consumption and secondary flow diffusion provides a convenient,Z city has become more serious,the increase in the number of drug drug fast area.In the past three years,Z city police cracked 1117 drug-related criminal cases,investigate drug addicts 6846 people,among them,only in 2015 on summarize the advanced experience in other areas of emancipating the mind,innovative ways to solve the current problems of city community Z.In the process of writing,through access to relevant information,combined with the research and practice of rehabilitation work of our predecessors,specifically from the government in the financial system,the official assessment incentive mechanism,community advocacy,volunteers team construction,drug addicts family support and other aspects of Z,when the former city community rehabilitation work Dilemma Analysis of the reasons of this.On the basis of multi center governance theory,put forward the corresponding countermeasures,give full play to the initiative of each subject to participate in community rehabilitation work,the rational integration of social resources,improve the utilization efficiency.It includes the following aspects: first,to strengthen the leading role of the government and consolidate the foundation of community drug rehabilitation through improving the financial system,improving the assessment mechanism,strengthening publicity and setting up a full-time team.Two is from the community construction planning,security publicity and education and community drug addicts service tracking,reflecting the community in community detoxification important role.Three is to improve the anti drug volunteers recruitment and training system,the establishment of evaluation mechanisms and service platform,and mobilize more volunteers to join the community drug treatment work.Four is to strengthen the awareness of corporate social responsibility,clear ways and means to encourage participation,caring,keen on public welfare social enterprises to actively join the community public service activities to help make up for the shortfall in funds,providing more jobs and training opportunities for drug addicts.The five is to provide systematic support for the family of drug addicts,help them tide over the difficulties,eliminate the family barriers of drug addicts who have successfully quit drug addiction and return to the society,and ensure the basic role of the family in the process of detoxification.I hope the above suggestions can provide effective reference for improving the current backward situation of Z city community rehabilitation work and improve the management level of the
