Flood and drought are disasters with wide ranges,high risks,huge losses and no regularity.The damage of flood and drought disasters is usually affected by factors like location,climate,distribution of population and farmland,and city construction.The severity of flood has positive correlation with rainfall and population intensity;the damage of drought has positive correlation with area of farmland within the disaster.Flood and drought disasters can cause series of severe damages including,yet not limited in,urban inland inundation;construction and facility damages;interruption of power and water supply and traffic;reduction of harvests and even crop failure;drought and corruption of water sources;plagues after the disasters;dysdipsia for human and animals,and even fatal risks.Flood and drought disasters severely restrict the development of economy and society and the levels of people's happiness.In recent years,with El Ni?o phenomenon and La Ni?a phenomenon appears alternately,the risk of flood and drought disaster in Shijiazhuang is getting higher and higher,especially with the heavy rainfall on July 19 th,2016,which caused flash flood in several counties and led to huge losses.Flood and drought disaster management gets to be an important section of governing.Flood and drought disaster management in our country used to emphasize on crisis management,which is the mode of passive response.With the progress in theories and technologies,the theory of risk management has become popular.Gradually our country accepted this theory and adjusted its management as the mode of "prevent mainly,and combine prevention and treatment organically".Under such circumstances,Shijiazhuang also changed its management way from crisis management to risk management and has made some achievements,yet improvements can still be made.For example,some counties don't establish Flood Control and Drought Relief Headquarter offices as permanent departments but only temporarily form ones during flood season.Special funds for flood control and drought relief don't exist.As the principal part of flood and drought management,government should firstlyalways attach great importance to it and keep minds open,accept advanced theories and implement them into reality.Second,related laws and mechanisms should be perfected to supply reliable legal basis and system protection.Encourage innovation and increase linkage between departments so that flood and drought management can be more smooth and flexible.Third,try to use high technologies,and perfect disaster insurances,which can make the management more scientific and completed,and can lower risks and reduct losses.Fourth,social participation should be encouraged,for flood and drought disasters affect wide ranges.The participation of society can attract attentions of all society and absorb multi-forces,which would effectively lower the risks of flood and drought disasters.
