In recent years,the development of the relationship between Russia and Western countries headed by the United States has been the focus of international relations.The conflicts and cooperation between the two geopolitical forces have a huge impact on the settlement of international affairs.The outbreak of the Crisis of Ukraine has once again sparked a contradiction and opposition between Russia and the United States.Especially with Russia's annexation of Crimea as a symbol,the bilateral relations reach the freezing point since the end of the cold war.Economic sanctions and military threats take place between the two sides,and the European security situation faces the most intense and profound confrontation since the disintegration of the Soviet Union.the Crisis of Ukraine involves the four major countries in the five permanent members of the UNSC and Germany of the EU center country,and forms the fierce competition with the United States,the United kingdom,France and Germany as one side and Russia as the opposite side,to a certain extent showing the situation that powers fight and China watches from a distance.The deterioration of relations with the West and the economic sanctions on the basis of the deterioration made Russia suffer heavy losses,and it became the imminent trouble of Russia that the United States-led NATO presses on at every stage.In this context,Russia adjusted its foreign policy and neo-conservatism instead of liberalism becomes Russia's foreign policy guideline;it re-evaluated the status of the NATO in Russia's national security to which the NATO became the primary threat.In order to alleviate the pressure from the West,Russia steps up its “eastward” strategy.Through establishing Eurasian economic alliances,enhancing relations with BRIC countries and other measures,Russia expands the strategic layout in East Asia,Central Asia and the Middle East in order to reduce its economic losses to the minimum and effectively safeguard the national strategic interests.As is the case that the tension with the Western countries is a normal situation in the short term,Russia's policy adjustment to the United States is both a need to comply with national interests and a strategic breakout in the case of the bad relations with the Western countries and severely squeezed national strategic environment.However,does it mean that Russia will abandon the past Western-centered foreign policy which it has followed? Does Russia completely turn to the East?As the huge differences in interests determine that the relationship between the two sides will maintain strategic rivals in the future for a long period of time,US-Russia relation can not be repaired again in the short term.Russia's foreign policy to US is difficult to improve as The United States and EU continue to implement the policy of isolation to Russia.On the other hand,Russia will not give up the efforts to befriend with the West from the perspective of historical experience and cultural identity,so adjustment of Russia Foreign Policy toward US is more tactical than strategic,and The United States will still occupies the most important position in Russian diplomatic vision.This paper will explain the changes in Russia's foreign policy before and after the Ukrainian crisis by sorting out the historical context,reasons of adjustment,policy content and policy outlook of Russia's foreign policy to the United States in recent years.
