Since the reform and opening-up,with the rapid development of China's economy,a series of social contradictions and problems have been exposed.With the widening gap between rich and poor,great changes have taken place in the structure of social interest distribution.As an important means of the third distribution of social wealth,charity has been gradually recognized by the whole society.Civil society began to mature,and people's awareness of charity has been strengthened.The government is no longer the sole manager and reliever.With the introduction of Charity Law in 2016,charity has become a hot topic,which has aroused great concern.Public welfare undertakings have taken a turning point,and opened a new starting point for public welfare undertakings under the "rule of law" strategy.In the Charity Law,the definition of charity is extended,and the concept of modern charity is accepted.Charity is no longer just poverty alleviation,and the science,education,environmental protection,sports,cultural development and other fields are also included.The expansion of this concept encourages charitable organizations to provide more diversified services,so as to better play the role of charitable organizations in social assistance and social welfare.There is an ancient Chinese tradition of mutual help,happy in doing good,and these gems of thought will be carried forward under the norms and protection of the law.The Wenchuan earthquake in 2008 effectively awakened the civic consciousness and charity spirit of the Chinese people.Many non-governmental organizations have taken an active part in the earthquake relief work and made an indelible contribution to the earthquake relief and post disaster reconstruction.In 2011 Meimei Guo micro-blog charity scandal a series of events show that decreases the official line to the credibility of charitable organizations,government run charitable organizations with a heavy.blow.In the official charity organization credibility down the hard time,spontaneous self-help private charitable organizations because of the small scale of organization is more flexible and easy to supervise and provide services for other advantages more trusted by people.Anhui Province,the charity in the cooperative party committees and governments at all levels and the importance of civil power to promote the healthy and orderly development,mainly in the charity development policy environment has been improved,the organization's service ability was improved,people's awareness of charity is constantly enhanced.In recent years,the province's natural disasters,such as floods in 2016,the community has come to lend a helping hand.The province's non-governmental organizations to carry out the work to actively participate in various charitable relief activities.It is beneficial to improve the social security system of our province and promote the construction of harmonious society in Anhui Province.However,due to the development of Anhui non-governmental organizations is still in the initial stage,with a small number of organizations,the regional distribution is not balanced,the field of charity is not enough.Folk philanthropy has not yet formed the overall effect,coupled with some of the established charitable organizations lack of vitality,there is no independent sustainable activities,so that the effectiveness of charitable work can not be effectively played.In order to better serve the charity resources in the cause of the people's livelihood,the author will focus on the perspective of the study of Anhui non-governmental organizations.Based on the theory of market and government failure,the third distribution theory,and the theory of good governance and civil society,this paper studies the problems in the development of the non-governmental organizations in Anhui Province.This paper puts forward the corresponding countermeasures and suggestions from the aspects of legal policy environment,the role of the government,the construction of the organization's ability,the all-round supervision and the charitable atmosphere.I hope the relevant government departments in Anhui Province in terms of legal policy,financial support or charitable cultural propaganda,to vigorously support and foster non-governmental organizations in the province,carry forward the charity culture,enhance citizen awareness of charity.At the same time,non-governmental organizations should strengthen their owncapacity-building,improve the organization's information disclosure mechanism and supervision mechanism,and reshape the credibility of the organization.
