The Present Situation And Thinking Of The Public Welfare Post Employment

Public welfare position is mainly developed by the government to solve the re-employment problem of those people with employment difficulties asthe underpinning policy of resettlement.It is an important method of helping disadvantaged groups in employment,which not only can solve the difficult problem of employment of disadvantaged 'groups,but also can improve the quality of employment and leat to decent employment.In the light of the public welfare posts increased in large scale day by day,the government should attach great importance to the later-stage management as well as the preliminary development and resettlement work.Consequently,many management problems hadarisingwith regard to the content of the work,the labor hours,the huge gap between the staff's income and the staff's expectation.Most of the publicwelfare posts can only provide the basic allowance for daily life.In this regard,this thesis is focused on the direct beneficiaries of the public welfare posts policy,as well as the status quo of the public welfare position employment and the personal development of these people.The research object is the public welfare posts employment in Fanchang County,the author had finished the overall survey of 197 public posts employment personnel in Fanchang County,including the social management positions developed by the government,the public service jobs developed by the enterprise,the employment difficulties of college graduates andalso the employment difficulties of the oldpeople in their forty to fifty age.All the data in the survey were analyzed by SPSS system.The empirical research on the survival status of public employment personnel has showed their survival status and the difference before and after they engaged in the public service jobs.Then the author made the correlation analysis for each variable and drew the conclusion of the intrinsic relation among variables.On this basis,this thesis is aimed at the improvement of the survival status of the public welfare posts employment,and the author made several proposals regarding the policy and countermeasures on the policy formulation,policy implementation,later-stage management and human resources development of the grass-roots public welfare posts.
