A Research On The Multi-Agent Coordination In The Process Of Rural Community Governance

China's rural community construction is at the exploration stage.The continuous advancement of Socialist Market Economy deepens the change of social structure in the rural society.And the level of the peasantry democratization was improved rapidly.The villagers' autonomy also has continuous improvement.Face with multi-subject coexistence in the rural society,combined with the special circumstances,rural community governance should be with a lot of concerns.In order to realize the good governance of rural communities,the government should change the traditional"control" thinking,and reform the governance structure in this new situation,relate the development of rural social diversity into the rural social governance,and promote the new rural community governance with government?rural residents?rural community organizations?market-"Four in One".How to make the co-operation and co-governance among the diversified subjects is an urgent problem to be solved in the rural community governance of our country.This is also the core issue of the article.The article will study the research through five parts.The first part is the introduction.The main content is the research background?purpose?significance and related research in academic circles.Three issues of agriculture,the countryside and farmers brought by China's farming civilization are urgent.Rural community governance innovation is put on the agenda.Focusing on existing multiple parts in rural community is of a great theoretical and practical significance for the pursuit of good governance in the rural community.The second part starts from the origin of rural community construction in China,and elaborate the overview of Y village,and it's community governance.That is:the elite participation in community governance,village-level collective economy into the new vitality,the elapse of village culture and the incomplete rural environment transformation.The third part introduces the problems in the village community governance and the analysis of the reasons.Around the body of the rural community governance,the government's security level,rural cultural heritage and the ecological environment problems,reasons were analyzed.The fourth part describes modes of the rural community governance and its trends in the future.In face of the social transformation process,the failure of the government and the market in the governance bring many practical problems,and forced the government to innovate social governance system,to promote the transformation of government governance,to pursue good governance.The following models exist in China's rural community governance:the government-led vertical administrative control of governance?the collaborative governance between community autonomy and the government?community autonomy endogenous governance,and analysis of the above three models.The fifth part combing with the diversified development of society,put forward the appeal for the change of governance model in China.Combing with the existing governance dilemma in governance situation of Y village,from the perspective of multiple governance theory,puts forward the effective path in which multiple subjects participate in rural community governance.That is,the subjects function as the main body,consult democratically govern mutually,according to varying scopes of governance classification:to enhance the farmers' community governance capacity;to establish multiple public service model and enhance the performance in public service;to solidify the foundations for rural cultural heritage;with the collaboration of farmers and the rest multiple subjects to establish ecological agriculture development model.Based on the realization of the role of pluralism,the four in one model in which the government?villagers?rural community organizations and the market collaborate mutually is built.Rural community governance tends to collaborate and self-develop among diverse subjects,based on one-way management and two-way interaction governance structure.In the context of social governance innovation,rural community governance has its particularity.Filled with the diverse groups of interests,the social governance of rural areas has faced complicated situations.The difficult task cannot be resolved solely by government,while it can be ameliorated by the participation of multiple subjects.The interactive feedbacks between the various subjects will tend the role of community governance to good governance.
