Policy "The Last Mile" In The Implementation Of The Country-Level Relationship Research

The implementation of public policy means implementer make efforts to refor m and develop our society following the policy.They adjust implementation models to achieve the public policy goals.However,due to the diversity of the quality of public policy?the subject and the object the policy implementation and the policy-enfor cing environment,policy implementation always go deviation.The vertical levels of Chinese government setting are : the central government,the provinces(autonomous r egions and municipalities directly under the central government),the municipal gover nment,the county government and the township government.In this paper,the towns hip government is regarded as the last mile of the implementation process of the pu blic policy.Taking N County,Shandong Province as an example,the implementatio n of public policy and the effect of implementation are analyzed and studied."The Last mile" means the implementation of public policy needs to go among th e masses to achieve the Public service's public nature,fairness,responsiveness and lo ng-acting characteristics.The township government played a major role in the process of solving problems.Taking a town in Shandong Province as an example(it may no t be applicable to other provinces),this paper analyzes the behavior of the township government in the perspective of organizational behavior,finally founding the reasons for the deviation of public policy in the "last mile",and putting forward some sugg estions for the implementation of public policy implementation.
