The Reaserch On The Law Enforcemence Inseption Of National People's Congress Standing Committee

The issue of Law of the People's Republic of China on the Supervision of Standing Committees of People's Congresses at Various Levels(hereinafter referred as Law on Supervision of STPC)marks that the Institution of Law Enforcement Examination(hereinafter referred as Institution of LEE)was founded officially and legislatively.The validity of the National People's Congress's LEE is embodied in the Deliberation Opinions.The Deliberation Opinions are formed pursuant to the procedures and ensured by the coercive measures stipulated in the Law on Supervision of STPC,which means the validity of LEE is undoubted.However,the practice is still confronted with many problems,such as the lacking of experiences,the vague status of the LEE,and the stereotyped and rigid ways of working,and so on,which have derogated the real effects of the LEE.In order to consummate the LEE of the National People's Congress,the important significance of a system of LEE and the implementing and perfecting of laws should be sated and emphasized,so that a orientation guide for problem solving in LEE can be provided.Meanwhile,actions for augmenting the authoritativeness of National People's Congress and its standing committee,and perfecting the LEE in legislative level should be taken,so that the above mentioned problems can be solved pertinently.
