Research On Stabiity Of Xinjiang Province From The Perspective Of Social Governance

Recently,the stability of Xinjiang Province is facing severe and complicated challenges,the heavy and arduous tasks of which are mainly shouldered by the grass-roots.Meanwhile,the 3rd Plenary Session of 18th CPC Central Committee has put forward the notion of "innovative social governance",which is in great compliance with the general trend of global governance structure change.It has also provided brand new ideas for effectively resolving social contradictions and reducing the unstable factors at the grass-roots level.Therefore,how to implement the overall goal of the social stability and security of Xinjiang Province under the new situation has become a new issue.This paper tries to analyze the social governance situation of Urumqi from multi-dimensional perspectives by using the knowledge learned in class such as management,sociology,ethnology and the urban community governance theory of the frontier ethnic regions.Meanwhile,the paper will investigate and analyze the specific management mode of Urumqi TouTunhe district by combining the author's own work experience there.Finally,based on the relevant theory and the analysis results,the paper will propose the countermeasures and suggestions of how to perfect the urban community governance mechanism of the frontier ethnic regions from the perspectives of the ideological understanding,legal system,policy,system and concrete measures.The paper is consisted of five parts.Firstly,introduce the background and significance,literature review,research contents and research methodology.The second part introduces the relevant concepts and theories of this thesis,the importance of strengthening social governance and the urgency of the stability work.The third part will analyze the present situation of the social governance work in Xinjiang Province by taking Xinjiang Urumqi TouTunhe as an example,which mainly consists of the performance,problems and causes of these problems.The fourth part will probe into the countermeasures of the stability work in the social governance of Xinjiang Province to put forward the corresponding suggestions.The countermeasures include changing ideas,building policies and regulations,improving institutional system,perfecting operational mechanism,refining concrete measures etc.The fifth part is the conclusion,which will make a summary of this thesis and put forward a bright future for the stability of Xinjiang Province.
