After the collapse of the Soviet Union,two-pole pattern that maintained 40 years was broken.At the same time,the five Central Asian countries separated from the Soviet Union and boarded the stage of historyas an independent political entity.For the independent central Asian countries,the future is unknown.The five Central Asian countries are the bridge connecting Europe and Asia and own abundant energy.However,they are deeply threatened by three evil forces.So it is granted that the Central Asian countries have gradually become the focus of international political research in recent years.As a cross radiation area of various forces,Central Asia is significant for both China and India from the aspects of geo-politics,geo-economics,resourcesand historical culture.The five Central Asian countries isan important buffer zone for China's Silk Road Economic Belt and an vital bridge to connect east-west and north-south.At the same time,it is one of the areas of interest in China.Central Asia is not only an important area of India to achieve its dream of a big country and is regarded as an extension of India's neighbors,but also the necessary regional and key areas of China's Silk Road Economic Belt.China and India has competition on the politics,economy and energy and culture in Central Asia,but in terms of security,the two countries have a common goal to combat terrorism in Central Asia,in order to maintain security and stability in Central Asia.Therefore,China needs to develop appropriate countermeasures to promote the smooth progress of the construction of the Silk Road Economic Belt in Central Asia.Since President Xi Jinping proposed “The Belt and Road”in 2013,it has drawn widely attention from the world.There are already more than 100 countries and international organizations are involved and China has signed agreement with more than 30 countries to build a “The Belt and Road”and carried out international cooperation capacity with more than 20 countries.Each country owns different resources,strong economic complementarity,and great potential for cooperation.Takingpolicy communication,facilities Unicom,trade flowing,Financial intermediation,popular communication as the main content,the construction of the Silk Road Economic Belt in Central Asian countries can also promote the development of China's western region,and improve the gap between the rich and the poor between the eastern and western regions of China.However,India has its own strategic demandsin Central Asia,which will has both positive and negative influence on the construction of our Silk Road Economic Belt.Therefore,it is necessary to be studied and to formulate specific measures to achieve win-win cooperation between China and India in central Asia.This paper adopts the literature study and comparison study and system research method to research India's Central Asia strategy,to figure out its influence on the construction of Silk Road Economic Belt,and to formulate corresponding countermeasures.The article is divided into four parts,as follows:The first part is about the status of Central Asia in India's major power strategy.Firstly,describing profound historical origin between Central Asia and India,so Central Asia is regarded as the extension of the neighboring countries by India;secondly,stating that due to the energy and market advantages,Central Asiacan boost the economic growth of India;then elaborating that three evil forces in Central Asia has affected India national security;finally discussing the cooperation space in the field of culture soft power between countries of Central Asia and India,such as traditional and Islamicculture.The second part is the specific content and characteristics of India Central Asia strategy.Firstly,elaborating India and Central Asian countries are equality and mutual trust on politics,cooperation and mutual benefit on economic,mutual cooperation on security,mutual learning on culture;secondly,elaborating the characteristics of Indian strategy in Central Asia,which refers to "discrimination" in policy,combination of "hard and soft power" in means,and “winning in the stable pace” in mode.The third part is the positive and negative influence of the India Central Asia strategy on the construction of the Silk Road Economic zone.This section describes two aspects of positive and negative effects: On the one hand,elaborating political mutual trust contributes to building“Cooperating Silk Road”.Economic complementarity contributes to trade flow in Silk Road.Security cooperation is good for building the “Peaceful Silk Road" and cultural development is good for building a “Harmonious Silk Road”;on the other hand,negative influence of the cooperation between India and the central Asian countries,including increasing strategic competition of the Silk Road,squeezingeconomic space of the Silk Road,increasing safety pressure of the Silk Road,limiting culture expansion of the Silk Road.The fourth part is about the countermeasures of our country.Firstly,both sides need to deepen political mutual trust and cooperation to achieve the win-win situation;secondly,to establish strategic docking energy cooperation mechanism in neighboring countries and the Silk Road Economic Belt to deepen cooperation and realize mutual benefit;thirdly,depending on Shanghai cooperation organization to deepen security dialogue and cooperation between the two sides to build a new framework of regional security;finally,based on the traditional cultural and the function of Buddhism to achieve mutual learning.In a word,Central Asia is significant for all the world.India's Central Asia strategy has its unique characteristics,which has effecton the construction of China's Silk Road Economic Belt.Therefore,we need to study the question and put forward the corresponding countermeasures.
