The Analysis Of The Problems And Countermeasures Of Farmers' Non Institutional Political Participation In China

Political participation shows a country's political level,national quality level,and it also has become an important part of citizen daily political life.With the raise and emphasis of three rural issues,the farmers' political participation problem,as an important part,has received more and more attention in recent years.In China,the farmers have a large portion in total population,and they participated in politics actively,their political participation has a great influence for our country's political development process.But non-institutional political participation has become more serious and lead to some negative effects.It's necessary to do a research about the overview,reason and solution of non-institutional political participation in order to guide the farmers take part in politics orderly.With the development of rural politics modernization process in our country,farmers' enthusiasm for political participation continues to improve,and the existing system also provides farmers with a wide range of channels for political participation.However,due to various subjective and objective reasons,in reality,the farmers can't fully express their own wishes through these institutional channels,so there have been a lot of non-institutionalized political participation.Based on the study of the surrounding villages in D City of Shandong Province,this paper has seriously studied the problem of non-institutional political participation of farmers in China,analyzes the problems existing in the process of political participation,discusses the causes of the non-institutional political participation of farmers,and provides rationalization suggestions for farmers to express their interests and realize their own political values.The farmers should participate in politics through institutional channels and according to the provisions of the law,and use of legal means to safeguard their own rights and political participation,which can guarantee the authority of the party and state organs,and has great significance for social stability and overall social coordination development.It is also helpful to promote the process of rural social democratization and maintain China's rural social stability.In addition,only the farmers participate in politics,enhance their level of political participation,and arouse their sense of responsibility to become a master,change their political indifference attitude,the farmers can obtain more opportunities for social affairs management and decision-making,and better safeguard their own interests.The paper is consisted of five parts.The chapter one is the introduction,which includes the reason,research significance,current research status at home and abroad,research method and thoughts,paper innovation points.The second chapter is the concept definition,which clarifies the concepts of political participation,non-institutional political participation and the farmer.The third chapter summarizes the characteristics and negative influence of non-institutional political participation in D city through investigation and analysis.The fourth chapter analysis the reason of farmer's political participation,which includes three aspects: government,institution and farmer.In the fifth chapter,some suggestions are put forward to lead the farmers orderly participated in politics in these three aspects.
