The South China Sea has an important strategic position in America's global strategy,due to its important strategic value and abundant energy resource.Since the end of the cold war,the United States has become more and more co ncerned about the issue of the South China sea.After Obama came to power,due to the America's global strategic focus to the Asia-Pacific region,and the rise of China triggered a sense of crisis in the United States,making the Obama administration to adjust its South C hina sea policy.America started to intervene the South C hina Sea comprehensively.As an important part of America's Asia-Pacific strategy,containing China's rise and maintaining America' s global hegemony became the main consideration of Obama administration' s policy of South China Sea.It can not only form a containment of China's encirclement,but also provide an opportunity for the United States to control the South China Sea's thalassocracy and create a new order in the Asia-Pacific by intervening in the South C hina Sea issue and attracting the neighboring countries actively.In order to ensure the smooth implementation of the South C hina Sea policy,the Obama administration has adopted a variety of means: in diplomacy,the United Statesattracts the South C hina Sea neighboring countries actively and improves relations with ASEAN countries.In the military,After coming to power,Obama takes steps to strength the military in the South China Sea to forming a military deterrent to China.In the economy,Obama takes steps to promote the negotiation of the” Trans-Pacific Partnership Agreement”,while strengthening the cooperation of the economic and trade and the development of the offshore oil and gas with Southeast Asian countries.In addition,Obama administration also takes advantage of “United Nations Convention on the Law of the Sea” and other international laws to oppose China's territorial claims,such as supporting the Philippines in the south C hina sea arbitration case.Although the implementation of the Obama administration in the South China Sea policy has achieved the goals of policy,has brought enormous pressure to China's rise,it has also brought negative influence to Sino-US relations,the relationship between China and Southeast Asian countries,and the relationship between the United States and Southeast Asian countries.After the administration of Trump,the United States will continue to intervene in the South C hina Sea issue.However,with the deepening of Sino-US interdependence,China and Southeast Asia-related relations to pick up,and ASEAN and the United States distrust of the relationship,Trump will be adjusted Its South C hina policy.
