Organizational Embeddedness:Research On The Strategic Choice Of The Communist Party Of China's Response To The Development Of Social Organizations

Since the transition into market economy began,China's social organizations have been developing rapidly,and gradually become a common part of society among kinds of levels and fields.The growth and robustness of social organizations indeed raises concerns about how the Communist Party of China's governance would face this challenge.That is to say,in pursue of modernization of governance system and governance capability,the Chinese Communist Party need to adjust into the new relationship with social organizations.Particularly,on the one hand,the Communist Party of China's discipline descended from revolution stage that "party branch built in the company" and "party together with department" could not be appropriate for these newly born social organizations.On the other hand,should the CCP embed itself into newly born social organizations potently under the circumstances of market economy? Based on the study of the relevant policy documents launched by the Communist Party of China,it is obvious that the CCP has fully embedded into social organizations through the extensive establishment of kinds of party branches among them,confronting the governance challenges.Generally,this paper focuses on the building of party branches among social organizations.It takes the District C(located in Municipal C,Jilin province)as the basic research site.Then it explores the political logic and political process of the CCP' s embedment into social organization from the perspective of theory of political party adaptation.It finds that the CCP' s embedding into social organizations leaves party authority reshape and has organizational resources indispensable for the social mobilization enhanced sufficiently.Moreover,this process could also strengthen systematic control of the social organizations by CCP.Afterward,this paper outlines the agencies related to embedding mechanism respectively,which are party organizations in central or local levels as policy makers party branches in county and community levels as policy enforcers;and social organizations as policy players.At the end,it gives the mechanism a genuine explanation.Finally,after examining and evaluating the process of embedding into the social organizations in District C.It find that it is quite beneficial to strengthen the excessive permeation into society.But conversely,there are some predicaments: such as formalism in exercise of party building,the lack of enthusiasm of officials towards the party cultivation among the social organizations,the traditional schemes used in old times that no longer truly help,especially,the dilemma between growing complexity of CCP' s organization and simple social control.In sum,it proves that as the way of responding to the challenges posed by the development and expansion of social organizations in the new environment,the adaptation of the CCP' s political embedment really works.
