Research On The Accountability System Of The Administration Inaction

The Chinese government for the purpose of serving the people,since the reform and opening up,the rapid development of political economy in our country,whether in the high-profile Beijing Olympic Games,or in major natural disasters such as the Wenchuan earthquake,the Chinese government had revealed the essence as a service to the people.However,in recent years,the proud achievements of the Chinese government is commendable,but it should also be aware that government agencies and staff as a phenomenon of administrative inaction is also increasingly serious.Administrative omission refers to the situation that the administrative organs and their staff have violated the legitimate rights and interests of the state and citizens in their daily work.Since SARS in 2003 triggered "accountability storm" since the society of administrative accountability's attention more and more,which led to the academic theory of the administrative accountability system,also urged the government to continuously explore in practice.However,for a long time,people pay more attention to the phenomenon of administrative chaos,but the vigilance of administrative omission is still less.The administration does not act as administrative accountability,administrative accountability system is an important part of the administrative inaction,strengthen accountability,is of great practical significance,it is the inevitable choice of the socialist democracy,is the inevitable request of strengthening the government responsibility consciousness,is an important guarantee for deepening the reform of the system of administrative law enforcement,to ensure the advanced nature of leadership cadres,to serve the people wholeheartedly.This paper can be divided into two parts,the first part focuses on the basic theory and the text of the provisions of the administrative omission of administrative accountability,the second part focuses on the existing problems in the practice of administrative accountability system of administrative omission and countermeasures.This article tries to analyze the administrative omission accountability system research results are summarized,using various research methods,combined with China's current administrative requirements of the rule of law and the related theory,based on the national conditions,establishing and perfecting the administrative accountability system,for the construction of excellent administrative team,protect the legitimate rights and interests of citizens to make contribution.
