Trans-regional intensive jurisdiction is that one or several specific courts have the jurisdiction of the first instance of administrative proceedings in some areas,under the unchanged trial-level,a few courts judge administrative proceedings cases of most areas.At present,the pilots of intensive jurisdiction across the region have delivered one by one in our country.In the current proceeding of the judicial system's reformation,choosing the trans-regional intensive jurisdiction changes little has sensible advantages.Practice indicates trans-regional intensive jurisdiction is significant to promote our judicial justice,exclude the local intervention,keep the judicial unify and optimize the allocation of resources.While,because of the instable system and multiple excuses,trans-regional intensive jurisdiction hasn't produced the desired effect.As a pioneer of the jurisdiction of the administrative proceedings' reformation,trans-regional intensive jurisdiction is significant to promote the judicial credibility and it will exist in the coming days.Therefore,to perfect the program of trans-regional intensive jurisdiction is imperative.The article made analyses on the relevant concepts of trans-regional intensive jurisdiction and the effectiveness and significance of the trans-regional intensive jurisdiction to reform our administrative proceedings system.Through reviewing the different experience of launching trans-regional intensive jurisdiction pilots in various provinces after the new Administrative Procedural Law's appearance,this article analyzes the difficult evidence investigation and execution and trans-regional intensive jurisdiction couldn't get rid of the local interventions.The author believes that it can set a standard of establishing clear-cut and unified trans-regional intensive jurisdiction courts for perfecting the trans-regional intensive jurisdiction system,under the science and reasonable requirements,through perfecting the trans-regional intensive jurisdiction system of evidence investigation and execution,strengthening propagation of the trans-regional intensive jurisdiction,fulfilling the convenience-for-people measures and the trail proceedings in the trans-regional intensive jurisdiction,giving the plaintiff selected jurisdiction and fulfilling the court's having over the intensive jurisdiction by law independently.This could make efforts for the trans-regional intensive jurisdiction to reform the administrative proceedings system and realize the judicial justice early.
