"Internet + " spawned the birth of new formats in various fields,including a profound impact on the service model in the service center of China's government,and online-offline integration with cross-sectoral collaboration as the characteristics of the overall service supply has become an inevitable trend.The overall service of the service center is different from the general government agencies in the form and content of the public services,emerging the new problem of difficulties in information sharing,business collaboration and cooperation,which often involves systematic legislation and other top-level design issues rather than simple technological innovation.Facing such legitimacy crisis,the performance evaluation is a powerful promoter of the administrative system reform,and the conclusion of the evaluation provides the reform basis for policy makers,therefore,the reconstruction of performance evaluation system plays an important role in the overall service of government service center.At present,the study of performance evaluation in overall service center has become the forefront of administration and e-government research under the background of "Internet + ".Considering the complexity of the problem in performance evaluation under "Internet + " in the legitimacy construction,and the traditional performance evaluation exerted focus on the overall result rather than the procedures during the evaluation,government performance analysis showsvalue conflicts.This dissertation introduces the theory of public-value management as basis of the whole governance performance evaluation of Government affairs service center,explaining their inherent fit.In the view of integration of the whole service and the public value,the balanced scorecard performance evaluation model is made by the dimensions of "public value creation","support and authorization of the whole service" and "overall service management and ability" based on Mark Moore's "strategic triangle" model.At the same time,the research designs the overall performance evaluation index system of government affairs service centerbased on the "public value scorecard".Finally,applying public value index system to performance analysis in of online government service hall in Zhejiang and other places,and according to the actual challenge of the overall service construction of the the government affairs service in the process of "Internet + government service" innovation,rational suggestions are made.In order to make up the negligence of public value rationality in the public sector performance evaluation by the BSC(balanced scorecard)through our set of index system,and finally we realize the improvement of the overall service performance level of the government affairs service center under the background of "Internet + ".
