Reseach On Budgetary Slack In Y Group's Budget Management

Comprehensive budget management is an important part of modern enterprise management.Since1980 s,the introduction of research and practice of budget theory in our country,budget management achieves the optimal allocation of enterprise resources through the comprehensive integration of human resources,financial resourcesand business resources,and the action was praised by the majority of enterprises.During the budget management tools is widely used in China,due to many imperfections ontheoretical basis and practice,resulting in budget management tools cannot play the proper role,a lot of enterprisesencountered various problems in its budget management.The poor budget management even became a stumbling block to the development of the enterprise.Along with the wide application of budget management,all kinds of problems of budget management is attendant accordingly,one of which the budget slack exists in various industries.Budget slack caused thedeviation between the budget target and the actual operation of enterprise,it not only brought many negative economic consequences,and even affects the company's long-term development and the realization of the strategy.Obviously,only budget slack is solved,the budget management can play a real role,andimprove the efficiency of the enterprise optimization management,the development of the organization and achieve the long-term strategic objectives.Y group is a well-known private pension enterprise group in China.In recent years,along with the growing market demand of our country endowment,the business of Y group is developed rapidly,and have many subsidiary projects.The development of the group business and the external changeable market environment are both opportunities and challenges to Y group.Meanwhile the rapid development of subordinate projects,there are lots of internal management problems rises.If the problems related to management are not handled well in time,the crisis may arise at any time.Since 2011,Y group conducted the comprehensive budget management.Through the practice in a few years,the group has accumulated some experience in budget management,but there arestill some adjustmentssuch as budget management mode,program and budget organization need to be improved urgently for the transition period from early stage of investment to the formal launching of projects.At present,the budget slack is still the most serious problem in the budget management of the project.The problemnot only provides the possibility to cover up mistakes for project managers;affects the truth and objectivity on the evaluation of project performance,and even significantly influences the business and strategic objectives of Y group.This article firstly summarizes theresearch achievement on budget management and budget slack,and deeply analyzes the reason of budget slack from multidisciplinary and different perspectives,such as consignation agent theory,behavioral science theory,game theory and contingency theory.For two projects of Y group with significant problem in budget slack,pertinently propose the solutions.Finally,according to the development and management requirements of Y group,the articlerestructuresa set of comprehensivebudget management system from eight aspects: Budget management organization,budget procedure,budget implementation and control,budget adjustment,budget review,budget culture,budget information system.The purpose of this article is to establish a set of comprehensive budget management system which is suitable for the development demand of Y group through the improvement of the project budget slack.Meantime,this article also provides relevant reference for other enterprises to solve same problems of budget slack.And provide guidance for the establishment of comprehensive budget management system for the private pension enterprisethat is growing up quickly in recent years.
