"Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform" adopted at the third plenary session of the 18 th Central Committee of the Communist Party of China has clearly pointed out to promote the national governance system and the modernization of governance capacity comprehensively.Thus the establishment of a responsible and efficient government has become a consensus.As the main body of the civil service group,grass-roots civil servants are the premise and foundation to improve national governance capacity.However,at present,the grass-roots civil servants in our country have the problems of weak sense of responsibility,abuse of power and inefficiency.The mechanisms particularly the incentive mechanism are the main reasons of these problems.The contents of civil servant management are rich,including incentive mechanism,security mechanism and supervision mechanism,etc.,among which the incentive mechanism is of great significance and far-reaching impact in the entire civil service management.How to construct the incentive mechanism for the grass-roots civil servants,making them wholeheartedly serve the grass-roots people and provide clean and efficient public service is the important content and research direction of grass-roots civil servant management.Based on the classical incentive theory and the civil servant incentive mechanism of foreign civil servants,this paper preliminarily explores and investigates the present situation of the incentive mechanism for grass-roots civil servants in Heyuan City,finding out four restrictions in the current civil servant incentive mechanism in Heyuan City:unscientific methods,defective promotion system,unfavorable promotion incentive and weak salary incentive.Based on the previous research results,this paper adopts the methods of literature research,analysis induction and questionnaire,using relevant incentive theory to make empirical study on the incentive mechanism for grass-roots civil servants in Heyuan city.This paper systematically constructs the incentive mechanism for grass-roots civil servants,puts forward rational proposals of incentive mechanism for grass-roots civil servants in Heyuan city at policy and practice level,providing certain theoretical basis and empirical support to the incentive mechanism construction of grass-roots civil servants in China.
