Community Public Venture Capital:New Ways Of Promoting Residents Autonomy

The article uses the method of participant observation and case study analysis of the Huangshi city and analyses the working condition that Hubei province adopts the method of community public venture capital to promote community residents autonomy work.This article first from Huangshi city community residents autonomy work present situation,existing problems and ways of community public venture capital advantage,analyses the feasibility of using public venture capital to promote community residents autonomy.Then it elaborated systematically the practice and search that the Huangshi city through the practice of venture philanthropy work to promote community residents autonomy exploration,including the main methods,basic results and existing deficiencies.The practice mainly consists of focusing on capacity building and improving the inner strength of the community.To focus on the specification process and provide a full set of guidelines for action;We should focus on the publicity of public opinion and lay a broad and solid foundation for the masses.We should pay more attention to financial security and lay a good material foundation.We will pay attention to the creation of policies and optimize the development environment.The result is: push the community to return to autonomous standard and reverse the function of the neighborhood committee.To promote the participation of residents in public affairs of the community and arouse the enthusiasm of the residents;Promoting the development of community social organizations and unleashing the function of resident autonomy;Promoting the construction of community workers and improving the professional level of community workers;We have broadened the investment channels and increased the efficiency of capital use.Based on the analysis of the defects in the current city community venture philanthropy work place,on how to better promote residents autonomy by community public welfare venture capital,this article has six suggestions: proposing the system design,improving the work style,enhancing the level of work,transformation project results,foster the subject of participation,improve the ability of participation and so on.
