The Research On Network Mass Incidents From The View Of "Collaboarative Governance"

Currently,China is in the crucial period of social transition and economic transformation.With the appearance of increasing social contradictions and conflicts of interest,citizens express their interest appeal and take part in political activities with the help of Internet broadcast.Some conflicts in daily life are over stated to get tons of attention.As a result,some Internet mass incidents which undermine the social stability are caused.Different from traditional mass incidents,the propagation procedure of Internet mass incidents includes interaction of multiple subjects,new Medias and opinion leaders.New Medias and opinion leaders are its inner-motivation,so that its dynamic mechanism and ways of operating are also typically different.In this case,a new dilemma stands in the way of state governance.My research shows that in the past,the control of Internet mass incidents mainly depends on the governments.As driving force,Medias opinion leaders and social groups fail to bring their superiority into full play,leading to the social resourcesare left idle.In this thesis,collaborative governance theory applied in the mechanisms of governance of internet mass incidents is studied,and different behavior of different main body taken part in internet mass incidents are explored in recent years.Collaborative governance system with the participation of all parts is trying to be set up based on the cognitive theory and practice,in which the guiding role of governments can be further developed,medias,opinion leaders and social groups help netizens remedy defects and take part in Internet activities wisely,netizens can improve their personal quality consciously.As a result,a situation with governmental control,social adjustment and netizens' self-governance can be achieved to break the traditional governance system,and doing the law and regulation construction from the aspects of static system,and building the cope mechanism of collaborative governance of different stages from the aspects of dynamic.So,the thesis according to “concept definition,feasibility research,finding the problem and sloving the problem”discuss internal mechanism of internet mass incidents,hoping to add some bright colors to governments' innovation and improvement of social governance.
