The Research On Government Behavior Of "Health Care Combined"pension Service Supply Side Reform

China will become highly aging country China’s elderly empty nest family structure and 4-2-1 rate grow with each passing day,has become the mainstream,and the number of disabled semi disabled elderly gradually increased,with a severe test of a series of problems to our country’s health system.Therefore,the mutual integration of old-age pension and medical development trend of our country Let the health care service is rooted in the idea,some pension resources have now effectively integrated,so that the main part of the pension services more closely,thus promoting the development of the medical support combined with the new pension.In some western countries,the elderly long-term care services have been developed,and this paper mentioned the medical raising combined with the pension service as a long-term care sub concept,after finishing the context of long-term care of the west,can understand the medical support combined with the concept and connotation of the old-age service.Now,China’s health care combined with the old-age way is the initial stage,a lot of resources to be integrated and improved system.The separation of the medical system from the old-age system causes the inconvenience and cost of the old-age pension.Government and society in the provision of old age can not meet the majority of the elderly for health and care of the dual needs:pension agencies can not provide the care needs of the elderly,and the hospital can not provide adequate care for the recovery of the elderly.In the face of this situation of supply and demand asymmetry,this paper attempts to think from the perspective of the supply side,put forward the government in the medical and pension integration and improvement behavior,requires not only pay attention to the number of growth,more importantly,to improve the quality of supply.At the same time learning from the United States,Australia,Germany,Japan and Sweden and some of the aging of the country’s early long-term care experience and found that they were aware of the early aging of the elderly long-term care problems,some governments through the law,The health of the elderly to provide legal protection;some suitable for government-led,multi-party participation in the platform,as well as the integration of multi-resource financing model,according to the needs of the elderly to provide the corresponding service model.These are the development of our "health care" pension services can learn from the place.This article takes the theory of new supplyist economics as the guiding ideology,draws lessons from the experience of foreign developed countries,sums up and summarizes the government behavior in the reform of today’s medical care combined with the supply side of the old-age service.
