Research About Public Security Organ's Countermeasure Of Group Incidents

At present,China is in a crucial period of deepening reform.Economy and society has achieved significant development.Simultaneously,the intersets of various social stratas is keeping on changing.All kinds social condflicts is keeping on appearing.Group incidents caused by land exproprition?illegal fund-raising?dispute of labor have been growing.It has brought great hidden danger to the social stabilty and economic development.Public security organs are the main force of manageing criminal activities and defending social stabiltiy.But the difficult problem is the public security organs almost take all the work.The emergence and development of group incidents is a processes which proceeds in an orderly way,has own rule and the characteristics.The fundamental problem is the conflicts of various interests in the transition period.Work outside the scope of responsibilities for the public security organs needs other governmengt departments to coordinate and solve.In view of this situation,this paper takes the city D in Inner Mongolia as an example.The paper uses methods of empirical research and investigative research,bases on the theory of social conflict and public crisis.The paper clarifies the concept of the great event,analyzes the characteristics?classification?cause and dilemma faced in the the disposal of great event.On the basis of the these contents,the paper proposes must dispose the group incidents within the law.In the disposal,public security organsmust firmly grasps the principle of insisting the leadship of the party and the government?the principle of executing the law legally?the principle of resolve the condflicts timely?the principle of arranging the police reasonable at the scene?the principle of punishing illegal behavior and the the principle of grooming.Work must run through the whole process of disposal.Before the group incidents happen,the public security organ needs to collect and and analysis intelligence,investigate instability factors regularly.The public security organ need to accurately judge the nature of the group incidents,control the situation actively and dispose properly,when the group incidents hanppen.After the group incidents hanppen,the public security organ must restore the order of the scene rapidly,punish illegal behavior and summarize the lesson in the disposal of group incidents.At thesame time,the public security organ must control and guide the public opinion.
