Research On Present Situation And Countermeasures Of Public Bicycle Service In Jincheng City

Climate warming,energy crisis and environmental pollution,has become one of the world's major concerns.Vigorously promote energy conservation,the development of low energy consumption and low emissions as a symbol of the "low carbon economy",will become the world's economic development of the common choice.Urban public transport system is conducive to reducing the use of motor vehicles to ease urban traffic pressure,save energy,reduce pollutant emissions,reduce environmental pollution.Public bicycle traffic development,not only can save the city energy and land resources,enhance the quality of urban environment,but also can ease the city traffic congestion,improve the public health level.Jincheng City as a national low-carbon pilot city,2013 began to explore the public bicycle traffic system as a city public transport system of auxiliary facilities management center urban traffic congestion,reduce urban environmental pollution.In this paper,the public bike as a quasi-public goods,first introduced the development process of public bicycles,concepts and characteristics,status and role,pointed out that the study of this article for the government or non-profit organizations,available All public use,to free or lower price leasing for short-distance commuting for the purpose of public bicycle service.At the same time,the public goods theory and the multi-center governance theory are supported by the theory,and the results of the implementation of the public bicycle service in Jincheng city are analyzed by field investigation and comparative analysis.The government,the enterprise and the public are analyzed in three ways:Problems and Causes of Bicycle Service.The analysis found that Jincheng City in the implementation of public bicycle service due to the government's forward-looking concept lag,the lack of public participation in the implementation of public bicycle services caused by the government in the implementation of public bicycle services to play a leading role in the lack of business by the "economic rational"The government is not responsible for the lack of supervision of the operating enterprises and other reasons caused by the public to provide public bicycle service level is not high;at the same time the public affected by the traditional concept and the government's lack of propaganda and other reasons and make public awareness of the lack of green travel.Therefore,on the basis of drawing on the experience of public bicycle service in typical cities at home and abroad,this paper puts forward some suggestions on how to improve the development of public bicycle service in Jincheng:First,the government takes the lead in integrating resources and increasing support;second,enterprises to improve operational capacity,improve service quality;third,civil civilization using public bicycles,choose green travel.With a view to Jincheng public bicycle sustained and healthy development to provide improvement ideas.
