As one of the legal type of evidence,the criminal identification record with dual attributes plays an important and specific role compared with any other evidence.Firstly,the criminal identification record is the carrier and certifier of legality and compliance of the entire criminal identification procedure.Secondly,as a result of criminal identification procedure,it highlights the direction of the case and forms a chain of evidence to make a accurate standard of conviction and punishment.Therefore,this article will discuss the attribute of the criminal identification record and analyze the present problems to improve relevant law system,prevent false cases and realize litigation value.This article is divided into three parts:Part one of this article discusses the development of the criminal identification record like conception,purpose,significance,categories to analyze the attributes by learning the relevant theories about the criminal identification record.Part two of this article discusses the competency of evidence of the criminal identification record.To obtain the competency of evidence,there must be rules excluding human factors and standardizing the entire criminal identification procedure.Part three of this article discussed the evidence testifying power which plays the most important role of the criminal identification record.According to the present research situation and psychology,there are two factors affecting the evidence testifying power of the criminal identification record.One could be adjusted by laws and regulations while the other one which could be adjusted acquires a level promotion of lawmaking and reinforcing measure of the evidence testifying power of criminal identification.
