At the 18 th National Congress of the CPC,it delivered that,”We should improve the system for assessing the performance of officials and require leading officials to view their performance for what it is.” The revised edition of "The ordinance of the work of appointing cadres of our Party and country" also presents that,“ To analyzing the leadership in the motion link,can help to give advice to the work of selecting and appointing cadres.These two bothemphasize the importance of evaluating the leadershipaccurately.Building and perfecting the Analyzing Analysis Mechanism to the leading group and cadres,is an important research topic in these recent years.There are several problems worth studying,likes how to set up the scientific analyzing analysis factors? Or how to optimize and perfect the Analyzing Analysis Mechanism?Or how to strengthen the effect confirmation of the Analyzing Analysis Mechanism? After the survey we can come to a conclusion which is that,to optimize and perfect the leading group and cadres' Analyzing Analysis Mechanism,should be based on the building of competency model.It is the desirability and essential tool to the CCP's cadres' work,and also a basic work to the modern human resource development and management.Only optimizing and perfecting our mechanism constantly can we make our organization system be more scientific come true.This article follows an empirical study approach that is under the method of questionnaire survey and interview method,which aims to deeply study how's the leadership of Chaozhou City of Guangdong Province work analyze mechanism through the aspects of realities of situation,existing problem,and root cause,and offer a proposal to optimizing the Analyzing Analysis Mechanism to the leading group and cadres.The first chapter is an introduction,expatiates the background and significance of the thesis,the research content and proposes,and the innovation and disadvantage point of the paper.The second part relates the definition of some related concept,the research situation,the related literature review,the outline of basic theory,and the enlightenment what the issue takes.The third part states the current situation of the Analyzing Analysis Mechanism to the leading group and cadres,and mainly introduce the developing situation and results of the Analyzing Analysis Mechanism from the leadership of Chaozhou.The fourth part is a research to the current status of work ofthe Analyzing Analysis Mechanism to the leading group and cadres of Chaozhou,which mainly expatiates the fundamental state of the questionnaire survey,the issuance and recycling of the questionnaires,and the analysis of the survey results.The fifth part mainly describes the existing problems and cause analysis of the Analyzing Analysis Mechanism to the leadership of Chaozhou.The sixth part expects to offer aproposal to optimizing the Analyzing Analysis Mechanism to the leading group and cadres.The last part is a conclusive discuss,and look forward to a better developing direction in the future.Building and perfecting the Analyzing Analysis Mechanism to the leading group and cadres,is an efficient way to personnel department to master the operation and the service condition of the leading groups and cadres,and it also is a basic and prospective work which helps to evaluate the leadership scientifically and objectively,and it is more than an important gist to strengthen the leadership's base construction,offer a preferred option for selecting excellent groups,and allocate the cadres reasonably.This article finally come up with a leading group and cadres analysis model called “3+1”,but it till exist a certain boundedness in the realistic practice.We should increase investment to execute and perfect the Leading Group and Cadres Analyzing Analysis Mechanism,and mainly focus on applicability and effectiveness.
