Study On Performance Appraisal For State-level Border Economic Cooperative Zone Yining City

Performance appraisal has been one of the key issues in the field of administration and government reform.Yining Border Economic Cooperation Zone(hereinafter referred to as the border area)is one of the first approved national Border Economic Cooperation Zones.With the advancement of national strategy which is“The Belt and Road”,the advantages of the border area become more apparent.After founding,however,the problems of the border area gradually began to appear.It is one of the means to better realize the development strategy of the border areas by further developing the performance appraisal work and promoting the improvement and standardizing the performance appraisal system of the border area.The research on the performance appraisal of the management committee of the Yining border area not only can maintain the stability of local social and develop the minority economy,but also has the reference and guidance significance to the researches on the performance appraisal of the border economic cooperation areas in other regions.First of all,this paper summarizes the current situation of the domestic and international performance evaluation,and introduces the current commonly used performance appraisal methods.At the same time,it also briefly describes and analyzes the basic situation,personnel structure and organizational structure of the Yining Border Zone Administrative Committee.Secondly,combining the above factors and boundary and matter of fact from Border Economic Cooperation Zone committee analyzes the defects.Again,the introduction of the balanced scorecard method,constructs the performance evaluation index system of Border Economic Cooperation Zone.Using the analytic hierarchy process to calculated the specific weight of the indicators.Finally,based on the existing problems of Yining Border Economic Cooperation Zone and puts forward specific Suggestions and countermeasures.
