Give full play to the supervisory role of the good cadre assessment guide, motivate and,establish a good job oriented and people oriented, is always required to work around the central appoint cadre selection. Therefore, establishing an evaluation and assessment system which enable identify the characteristics of the leading cadres, and reflect the rule of evaluation and assessment work, it is the major subject of the current period, which is currently paid much attention, actively explored and researched by theory circle of party construction, academic circle, and the organization and personnel departments in practice. In2006 the Organization Department issued a special document on topic “The Approaches in Accordance with Requirements of Scientific Development Concept of Leading Cadres Evaluation and Assessment System of Local Party and Governments ”. The leading cadres evaluation and assessment system is currently on researching stage. Only partial and scattered achievements are published. The systematic research achievement is inadequate.Although the practice to strengthen and improve the leadership cadres performance assessment work of Jinpu New District yielded positive results, but in the design and implementation of the assessment system, there are still some problems, need to constantly improve and perfect. Such as performance appraisal Subject-sided, assessment indicators are not targeted, assessment criteria is not clear, and the use of examination results is not in place.The causes of these problems are complex, which includes: lack of specialized institutions,popular participation regulations imperfect, the affect of cadre management system, the research of cadres assessment is slow and the use of examination results lack of institutional guarantees.Advanced experience of domestic and foreign in leading cadres performance evaluation provides a reference and inspiration to the improvement program of Jinpu New District. The major renovation of the thesis is assessment target reprogramming in the cadre performance assessment system of districts and counties of Jinpu New District; the results is that assessment target and process are more rational and fair which can authentically reflect performance level of leaders of districts and counties of Jinpu New District. This paper also provides a reasonable proportion of the evaluation subjects for the cadre performance assessment system of Jinpu New District so as to bring a more sound and reliable evaluationresults. On the one hand, the improvement program solves the existing problems in the current evaluation and assessment system of Jinpu New District, the system run in the same areas also have certain reference significance.
