Research On Government Function Optimization Problems In The Development Of Tourism In Yan'an City

Since the reform and opening up,with the rapid development of market economy,China's tourism industry has developed rapidly,and has become an important industry to promote the development of local society.Yan'an city,as an excellent tourist city and one of the first group of historic cities approved by the State Council,has unique natural scenery and red culture tourism resource.In the New Normal situation of economic transformation and upgrading,tourism should be one of the significant pillar industries.In the past,the government played a crucial role in the development of the tourism in Yan'an.In the future,market-oriented development pattern should be established.The government should optimize its functions including providing policy guidance,continually improving the quality of governmental public service,deepening the reform on tourism management system and mechanism and intensifying the supervision and management of tourist cities so as to realize the sound development of the tourism in Yan'an.This article is divided into six parts,the first part of the introduction,describes the background and significance of the topic,research review at home and abroad,research ideas and methods,as well as the paper is expected to achieve the goals and possible innovations.The second part introduces the basic functions of the basic concept of China's tourism industry and the local government to promote tourism development at present,and based on the sustainable tourism theory,the new public management theory as the theoretical basis of this dissertation research.The third part discusses the status of the development of tourism in Yan'an,through the analysis of the existing tourism resources in Yan'an,the objective analysis of the development of tourism in recent years in Yan'an.The fourth part is the analysis of the current situation of the government function in the development of the tourism industry in Yan'an,and focuses on the problems existing in the development of the tourism industry in Yan'an.The fifth part analyzes the reasons of the government function in the development of tourism industry in Yan'an City,mainly from the macro scientific planning is not strong,the mechanism of government function positioning,imperfect management system and related laws and regulations are not perfect and other aspects of in-depth analysis of the existing functions of the cause of the problem.The sixth part is the effective path of Yanan municipal government in the development of the tourism industry can optimize the vocational guidance,for the above reasons,from the establishment of development mode based on market orientation,give full play to the government policy,continuously improve the level of public services,deepen the reform of the management system of tourism system,focus on rational development and protection of tourism resources,pay attention to the cultivation of tourism talents and put forward specific countermeasures from seven aspects of supervision and management,strengthen the tourism market introduction.
