The Empirical Research On Residents' Participation In Governance Issues Of The New Rural Community

The new rural community construction has achieved some achievements on the scale of its development as an important step to realize rural modernization and the national urbanization.The new rural communities have shown its some "duality".As the special characters of the rural communities have decided the important status of the new rural community governance,good governance has shown its important practical meaning.Because of the differences among the Residents' participation in new rural community,urban community and the rural community,it needs to be constantly improved under the guidance of community theory,democratic consultation theory and good governance theory.Only a mature mechanism of residents' participation can better serve the governance and development of new rural communities and the construction of the national urbanization.Based on the study of the scholars at home and abroad,we choose Ranzhuang community of Xiayi County in Henan province as the targeted research object and we have investigated the status of residents' participation in the process of governing community's public affairs.Firstly,this paper introduces the conditions of this community and its characters,and analyze its traditional governance and the governance at the present stage.Secondly,we introduce the conditions of residents' participation in the process of its governance by researching and interviewing.We explain the status of residents' participation in the politics field,economic field,social field and cultural field,as well as the formal way and informal way of the participation.Thirdly,we summarize the effects of residents' participation and the existing problems and the related reasons of residents' participation.The residents' participation has improve the awareness of political participation,and the level of community's cooperation which brings the vigor into the community's economic development,improves the community's environment and stabilizes of the community's governing order.But the problems still exist in residents themselves,such as the lack of awareness in participation,the discrepancy of their motivation and the weak belonging to the participation and so on.There are some external problems still existing in the bad participating environment,the narrow roads of participation,the imperfect mechanism of participation and so on.All these problems have something with the factors of the mechanism,economic development,cultural concept and the society.Finally,we put forward some suggestions to solve the problems of residents' participation in Ranzhuang community.As for the residents themselves,we should take some measures to strengthen the propaganda of residents' participation,improve the incentive mechanism of residents' participation,enhance the residents' personal qualities,establish the network platform for participation,and strengthen the community's education and so on.In order to solve the external problems,we can add the informal ways to improve the environment of residents' participation,standardize the constructions and management of civil organizations and prefect the laws and regulations of residents' participation.
