There is a close tie between the international institution and hegemony.An international institution often needs the support of a hegemon,while the intention of hegemon is to establish its own leadership in the multilateral system through institution arrangements and build its hegemony by control of the rules, norms and decision-making procedures in the system.This thesis probes into the international institution and institutional hegemony construction of the United States in Asia-Pacific after the Cold War from the regional multilateral institutions and institutional hegemony perspective.A hegemony shift of the United States from power-oriented hegemony to institutional hegemony was began after the Cold War in the field of economic and political security.The United States has been building international institution and institutional hegemony in the Asia Pacific after the Cold War in the context of the development process of Asia-Pacific international institution and the integration of East Asia, the upgrading role of China in the development process of Asia-Pacific international institution and the integration of East Asia,and the increasing emergence of the cooperative security concept in East Asia.In 2012, the Obama administration fully implemented the rebalancing strategy in Asia-Pacific,which is a new attempt of the United States to obtain the leadership of the international institution and to construct institutional hegemony in Asia-Pacific.On the one hand,the United States has been increasing participation of of international institution in Asia-Pacific, and enhancing US influence in these multilateral system;On the other hand, the United States sought to build US-led Trans-Pacific Partnership(TPP).China,as the region’s large actor, must maintain vigilance against such efforts,although the United States will face many challenges in construction of institutional hegemony in Asia-Pacific.This thesis suggests China to use institutional balancing and institutional cooperation as optional tools to restrict U.S. institutional hegemony construction in Asia-Pacific,and the fundamental way this thesis given is to strengthen economic ties with Asia-Pacific countries,to build Asia-Pacific factory, and to continue to provide "public goods" for the Asia-Pacific economic development and social stability.
