A Study Of Social Welfare In The Context Of China's Welfare State And The Bottom Line

As early as 1992,Deng Xiaoping pointed out that the essence of socialism is to liberate the productive forces,develop productive forces,eliminate exploitation,eliminate polarization,and finally achieve common prosperity.In the 30 years of reform and opening up,the "common prosperity" of the pursuit of social equity requirements seem to be as a distant goal in reality has been ignored.But to the last 10 years or so,especially after the 17 th CPC National Congress in 2007,people's livelihood,social construction,social welfare and protection of these issues involving social equity began to be the whole society's attention and discussion.Abroad,some developed countries use the welfare state system to achieve the pursuit of social equity.Welfare state that the use of state power to intervene in the distribution,to promote laissez-faire polarization in the economy to alleviate the problem,in order to achieve the rich and poor,and promote social equity,ease social contradictions.There are a lot of discussions about welfare state in our country,but there is a big misunderstanding in these discussions,that is,the focus of debate between leftists and rightists is often intertwined with state intervention.In the study of domestic social welfare issues,too often pay attention to the absolute amount of benefits provided by the Government,or just to see our social welfare in a steady increase,while ignoring the fundamental difference between the welfare state and non-welfare state,That is,in the welfare state,the provision of social welfare is the Government's obligations,and these interventions must eventually make the whole society more equitable.The author believes that the biggest problem of our social welfare system is "negative welfare"."Negative welfare" does not mean that the government does not provide social welfare or instead plundering society,but refers to the government's intervention eventually makes the strong stronger,weak weaker.Although the lives of vulnerable groups have improved,but they and the gap between the dominant groups is greater."Negative welfare" problem has attracted the attention of some scholars in China,for which they put forward the bottom line of fairness theory,that is,first of all to meet all the basic welfare needs,not just concerned about the amount of social welfare changes.The idea of "Pratt & Whitney type of social welfare system" construction has also been launched."Negative welfare" problem is reflected in all aspects of life.This paper cites some official data and makes charts to try to demonstrate the objective existence of the negative welfare problem.Which relates to pension,medical problems,housing,education and so on.The differences between the urban and rural areas and the regional differences in these aspects show that the predominant people have got more social welfare in these areas,which has aggravated the overall social fairness of our country.In the author's opinion,the main reasons leading to the problem of "negative welfare" include the following aspects: the deviation of the government's concept,the lack of people's rights consciousness and accountability,the design of the welfare system,the imperfectness of the taxation system Organizational deficiencies.Finally,the author of Western welfare countries,as well as the bottom line of local justice,that can be improved from the following aspects of the strategy: to improve the system design concept,to improve government accountability and public accountability,practice the bottom line fairness,As well as the role of non-governmental organizations.
