Informatization work of Shenzhen and super ministry system reform remain a close relation and form an intersection in links of decision-making and execution.On the one hand,the outstanding feature of informatization work is its high demand to decision-making power and executive power.The competent department of informatization in the city is responsible for proposing citywide,instructive and planning decisions,however,whether or not such decisions can be finally implemented mainly depends on execution conditions of various districts and units directly under city government.On the other hand,super ministry system reform reconstructed decision-making power,executive power and supervision power.All departments implementing super ministry system reform will certainly change in their operation of decision-making power and executive power.Coincidentally,since the super ministry system reform,informatization institutions in Shenzhen experienced several adjustments and transformed from the originally independently set informatization office of the city into a municipal commission of economy and trade and informatization with an even huger organization.In other words,the reform road of informatization institutions of Shenzhen is a typical practice of the super ministry system reform.The reconstruction of decision-making power and executive power by the super ministry system reform should offer support to decision-making and execution of informatization work.If any deviation occurs in the practice,adverse impact will be caused to the overall effect of informatization work accordingly.With informatization work of Shenzhen as the research object,this paper discovers that a great difference exists between informatization effect and reform expectation in terms of decision-making and execution after the super ministry system reform.This paper studies problems of informatization work of Shenzhen in terms of decision-making and execution simply from the perspective of the super ministry system reform.It is important to note that problems of the informatization work of Shenzhen exist in many aspects and those unrelated to the super ministry system reform are not included in the range of study.This paper collects,organizes and selects 25 typical cases objectively reflecting the problems of informatization work in decision-making and execution as contents of empirical study,using multi-case study method.It makes a thorough interview to civil servants undertaking informatization work in municipal and district Party and Government offices and professional technicians working in public institutions and experts outside the system using interview study method,and takes the interview results as support for demonstration.Then it introduces the reform course of informatization institutions of Shenzhen and background of the super ministry system reform and sorts out current status of domestic and overseas informatization work and practice situations of such reform,using literature study method.This paper carries out a discussion along the thinking of purposes,problems,reasons and countermeasures.Firstly,on the basis of such important documents as Shenzhen People's Government Institutional Reform Scheme,Overall Plan of Shenzhen Comprehensiv e Supplementary Reform Experiment and Shenzhen "the 13 th Five Year" Plan of Informatization Development,this paper extracts 7 purposes of the informatization work in decision-making and execution and makes a brief comparison against completion situations of these purposes.Secondly,it summarizes all problems of the informatization work in terms of decision-making and execution from 25 typical cases,mainly including decentralization of decision-making power,substandard decision-making procedure,non-independence of executive power,absence of professional abilities of executive bodies and relatively low execution efficiency.Next,it analyzes reasons of these problems of the informatization work in decision-making and execution,applying seamless government theory,integrality government theory and organization and redesign theory.For example,the reasons for decentralization of decision-making power include unilateral pursuit of institution simplification,unthoroughness of institution consolidation and violation against the principle of organic integration of functions,those for substandard decision-making procedure include absence of system safeguard measures and intensification of promotion contradictions among cadres,the reason for non-independence of executive power is gradual weakening of institutional functions,the reason for absence of professional abilities of executive bodies is improper human resource allocation and those for relatively low execution efficiency include management span out of control and unclear responsibility boundary division.As decision-making is the foundation and precondition of execution,problems existing in decision-making will also produce interference to the execution effect.In the end,in the context where Shenzhen is now in the optimization and adjustment stage of the super ministry system reform,the paper proposes measures improving informatization work from the perspective of such reform,including building a leading cyberspace administration in the earlier stage,designing work promotion mechanism in the medium stage and establishing supporting security system in the later stage.
