Research On Regularized Problems About Forest Police Team In Jiuquan City

The regularization of forest public security team is an important part of reform and development of forest public security.It is the fundamental way to improve the comprehensive quality of forest police and the combat effectiveness of forest police,and is of great significance for combating forestry-related crimes,protecting the safety of forest resources and carrying out the tasks of administering the country according to law and ecological construction.In this thesis,through the thorough research on the regularization of the forest public security forces in Jiuquan City,the author analyzes the main problems of the regularization of the forest public security forces,such as the serious shortage of police force,uneven quality,improper management system,and analyzes the causes of these problems and elaborates them in view of five aspects,such as the source and allocation of police force,education and training,organization establishment,special policy implementation,evaluation system and supervision and control.On these basis,the author puts forward five countermeasures according to the methods of document research,case analysis,investigation and logical analysis,combined with the status quo of regularization of forest police in Jiuquan.First,enhancing the team strength from reasonable preparation of planning,increasing the number of police and strengthening the infrastructure.Second,enhancing the overall quality of the team by strict import and export customs,strengthening the style of work,education and training,carrying out post training and establishing the ranks of instructors.Third,improving management efficiency by rationalizing the subordinate relationship,improving the management mechanism and the law enforcement environment.Fourth,stimulating the passion of the police by implementing preferential policies and improving the rank of treatment.Fifth,establishing a scientific evaluation system and improving the internal and external supervision and control system.The aim of typical analysis on the forest public security organs in Jiuquan city is to summarize a set of theories suitable for the national conditions,the provincial conditions,the police situation and the forest conditions,and provide theoretical support for the construction and development of forest public security organs,provide guidance for perfecting the system construction of forest public security organs,so as to effectively promote the standardization of forest public security forces.
