Official Development Assistance(ODA)is a key diplomatic tool in Japan's foreign policy kit,and it is an important pillar of its diplomatic strategy.Since the Central Asian republics gained independence following the collapse of the Soviet Union,Japan has built a good relationship with them by supplying a large amount of ODA.This paper aims to answer three questions: Why Japan provided ODA to Central Asian states? How Japan implemented these aid? And what implications China can learn from Japan?Firstly,we use the drive of development assistance,which integrates philosophy and motivation,to analyze the reason why Japan provided ODA to Central Asian states.Supporting the economic and social development of Central Asian states can make a peaceful and stable international environment for Japan,which is the drive based on international public interest.On the other hand,Japan's ODA effected Central Asian states to give Japan support on international affairs,which is the drive based on donor's national interest.Secondly,we investigated the implementation of Japan's ODA towards Central Asia.As a main donor with an over 60-year history,Japan has formed a mature and stable ODA implementation system which makes ODA effective and efficient.Although there are still some problems to solve,Japan's ODA supported the economic and social development of Central Asian states effectively and also constructed a good national image for Japan in that region.Thirdly,we summarized some implications for China's foreign aid.For aid strategic,China should enhance the ability of strategic decision and coordination,strategic planning and strategic mobilization.For aid efficiency,China should respect the ownership of recipient,build a scientific evaluation system of foreign aid and accelerate the pace of foreign aid study and education.
