| For a long time,the phenomenon of “one leg is long,and the other is short ” between the development of economy and the society in China is much more serious.The development of public utilities lagged behind the economic development.Under the historical background of the serious lag of the traditional social management mode,in order to change the management mode,some government implement the grid management of the public service.This new social management model is based on the innovation of modern information technology and digital management.The grid management practices is still in the exploratory stage,therefore,this thesis puts forward some solutions to the problems existing in the practice and the reasons for the problems in order to provide some enlightenment for the further development of grid service management.Based on the theory of service-oriented government,a case study of Taiwanese Investment Zone in Quanzhou,this thesis makes a comprehensive analysis of the grid management from the theoretical level and the practical level,and the basic trend of grid service management is discussed.On the basis of devoted to the full possession of research materials,the research ideas of this thesis is based on consulting the literature,defining the concept,analyzing the case,learning from experience,proposing countermeasures.Firstly,elaborating theories.Introduce the concept of service-oriented government and grid service management,and the inherent connection between them.Secondly,describe the present situation of the grid management of Quanzhou Taiwanese Investment Zone,analysis the problems of grid service management in the process of team construction,operation,public participation and facilities,and analyses the reason from the service concept,laws and regulations,accountability mechanism,institutional inertia etc.Finally,from the perspective of service-oriented government,proposed some measures on improving the gird management of the Quanzhou Taiwan Investment Zone: firstly,build high-quality grid team;secondly,play the roles of multiple subjects;thirdly,improve the performance evaluation mechanism;fourthly,broaden access to gather information. |
