In the era of knowledge economy, information is the most scarce resources. As an important part of national governance systems, government decision-making consulation needs to strengthen the ability to obtain information and to widen the accesses to information, for the purpose of providing public policy makers with high quality of information consulting service. In support of national policies, the topic of "Research on the mechanism of government decision-making consulation's participation in international information cooperation" has significance both in theory and practice. Government decision-making consulation participates in international information cooperation mechanism, which refers to the effective ways in the multilateral cooperation relations for participants to achieve cooperation negotiation objectives, define the scope of cooperation, and construct platform for cooperation. It includes the body mechanism, dynamic mechanism, the target mechanism and operation mechanism. Its aim to protect the government decision-making consulation to participate in international information cooperation normally, systematically and institutionally, and to achieving the goal of optimal allocation of information resources.On the basis of reviewing the papers in home and abroad, the author analysed the correspondence between resource dependence theory, historical institutionalism theory, multi-center governance theory and theme. The author outlined the framework of government decision-making consulation to participate in the international information cooperation mechanism, and combined its practice. By extracting 29 government decision-making consulations as samples, this paper described the basic characteristics of their geographical distributions, the types of institution, the time of establishment and organizational scale. From four dimensions, the paper explained its situation and problems of the mechanism of government decision-making consulation's participation in international information cooperation, and analysed its influencing factors by making reference to the 5728 questionnaires and interviews Guizhou and Zhejiang provinces of the major national social science project "The construction of Chinese characteristics government decision-making consulation". Absorbing experience of United States and Japan government decision-making consulations participate in international information cooperation, the paper put forward five aspects of the optimization suggestions.Under the guidance of the above research ideas, I draw the following conclusions: First, in both internal and external power-driven, government decision-making consulations actively participate in international information cooperation, and construct diversified platforms in order to achieve cooperation's objectives.Second, among the main mechanism the participants' ability to participate in international information cooperation was quite different. As to different government decision-making consulations, the function of dynamic mechanism played with certain limitations. Because of excessive pursuit of profit maximization, the targeting mechanism resulted in partners existed "North-South Differences". And the operating mechanism was imperfect as well, for the area of cooperation was limited and the platforms was imperfect. Third, by retrospect the history of government decision-making consulations participated in international information cooperation, we can capture the intention that the government decision-making consulation is change the role of active participant to the leading role, and the breadth and depth of international information cooperation has greatly improved.
