A Research On Legal Risks Of Power Supply Enterprises And The Countermeasures

As the country's energy supply enterprises, power supply enterprises play an important role in the social economy. Since socialist market economy system in China continues to be improved, and reform of national economic system will continue to be promoted, the management system of power supply enterprise has also been constantly adjusted in order to meet the needs of social development. The internal and external environment changes of power supply enterprises are making the risks more and more complex and the ignored legal risks is one of the most important ones that it faces. The CPC Central Committee and the State Council issued the document Suggestions of Further Deepening of the Reform of Power System in 2015, with which it can be predicted more legal disputes will be encountered by power supply enterprises. As a result the risks will eventually manifest themselves in the form of legal risk. With their special status in the national economy, the research on risks of power supply enterprises, especially the legal risks, has the decisive effect upon the overall situation. Research on legal risks of power supply enterprises is important to protect the legitimate rights and interests of power supply enterprises, to ensure the good operation and to promote the economic and social development of the power supply enterprises.Literature analysis, interview research method, case analysis, questionnaire survey, quantitative analysis and other methods are used in this paper. First of all, this paper expounds the theoretical basis of enterprise risk research, including the risk theory of integration and risks control theory. Secondly, potential legal risk types of power supply enterprises are discussed combined with the case of Q Power Supply Bureau of Guangdong Province. Focus is paid on the analysis of specific and common legal risks of the power supply enterprises and explanation of the causes of them. Thirdly, with Q power supply bureau of Guangdong Province as an example, identify main legal risk of power supply enterprises and list them. By building the evaluation index hierarchy, and evaluating the main risks by the method combined with index analysis model and expert scoring of multi-dimension to determine the risk level, this paper makes clear the legal risks that require focus and to be dealed with priority. Finally, this paper discusses the power supply enterprise legal risk countermeasures and preventive measures to the high risk of specific on the integration theory of the risks above and risk control theory with enterprise risk research theoretical basis as a guide, according to the results of legal risk assessment.
