Research On Urban Community Governance From The Perspective Of The Relationship Between State And Society

In the third Plenary Session of the 18 th CPC Central Committee,the party put forward the goal of promoting the modernization of national governance system and governance capacity.And in the fourth Plenary Session,the specific requirements of social governance proposed multi level and multi domain governance.This put forward the new requirement for the community governance as a national governance unit and a social governance cell.The state and social forces exist in the same community governance space,and in the process of mutual game,different types of interaction are formed by their different tension.This constitutes the theoretical perspective and basis of this paper.The street office(the country's real representatives)and the community residents committee(social entity representative)were created in the early days of the founding of the People's Republic of China,and they are constantly being adjusted and developed with the development of the street system,as well as the street system to the historical process of community shifts.Through the interaction between street office and community residents committee,the city management system,after the founding of PRC,has experienced the transformation from management to governance.Community management is a single subject who roundly controls other subjects.However,community governance owns multiple subjects who have a cooperative relationship.With the deepening of the reform and the gradual rise of social forces,community governance can better meet the requirements of the development of the times.At present,China has formed a variety of community governance model.Among them,the government led Shanghai model,the Shenyang model of social autonomy and the cooperative Jianghan model are the most typical practice models.These three models are an innovative approach,while they are gradually approaching the goal of "strong state and strong society" by the internal development logic.However,owing to the imperfect laws and regulations,the pressure of political power and social power management function,the three models have the problems such as the strong leadership of the street office,the absence of the supporting role of the street office and the weakening of the main function of the social autonomy.These problems hinder the realization of "strong state strong society" target mode.Therefore,the following aspects can be improved: First of all,perfecting the laws and regulations.The interaction between street offices and community residents committees should be further clarified.Second,the government should change its functions and roles,while gradually realize the reasonable decentralization to the community.Third,the community should enhance the overall social power.That is to full play to its autonomous function and promotes the process of socialist democracy at the grassroots level.
