The rapid development of economy and urbanization,so more and more people to the city together,the expansion of the urban population at the same time,with the rapid development of real estate industry and with each passing day.It is in this background,the modern city of property management also gradually developed,in order to satisfy people’s pursuit for living environment and quality of life.Although our country’s legal system of property management has begun to take shape,but in theory and in practice there are still some defects and lag,causes the owner in the property management can not exercise their rights,all kinds of frequent disputes.Want to help more efficient and convenient exercise the rights owner,alleviate the contradictions and conflicts in realty management activities,you need to clarify:what are the main way of realizing rights owner,which exist in the approaches to realize the rights of the owners,and how to improve.Based on the existing laws and regulations,on the basis of comparative analysis,focuses on exploring the owner the right to achieve three main ways:for property management,including owner individual owner entrust a realty service enterprise to the management of property,and the owner groups by owners autonomous institutions of property management,trying to owners of our existing system defects,the system defect of path of thinking,from the owner,the government and the property service enterprise in the role of property management and mutual relations,to analyze the various problems existing in the path of owner,and on the basis of foreign advanced experience,put forward the perfect proposal.This article consists of four chapters,the first chapter of property management and owners rights are summarized,and briefly expounds the relation between the owner’s rights and ownership of buildings,so that we more clearly understand the specific content of the owners’ rights in property management.The second chapter on the basis of the theory and practice this paper expounds the owners’ rights of three kinds of exercise way,which owner management,property management and the owner autonomy,and in-depth discussion on the related content,so as to lead to improve the owner of the path of urgency,this part is this discovery phase of the problem.Third chapter combining with the above discusses the owner in the path of the main problems and reasons,including the current law of conflict and imperfect,owner autonomy of the owner and the owner autonomous institutions existing problems,the government and the realty service enterprise in the role of positioning error and so on.The fourth chapter on the basis of systematic analysis of existing problems,and found the solution to the problem,and put forward the corresponding perfecting suggestion.In this paper,aiming at perfecting the owner of the path of related systems contribute an own strength,to help better implementation of the rights owner,as far as possible to reduce owners within the realty management activities of various friction,serve the general owners group.
