Study On The Improvement Of People's Livelihood In Resource Exhausted Cities

In recent years,the party and the country has been putting more attention on the people's livelihood and improving the livelihood of the people.It needs to be the people-oriented scientific development,ensure the basic life of the masses and development needs and let people share the achievement.The report of the 17 th national congress of historic will accelerate the social constructions which focus on improving people's lives.The report referred it to an unprecedented political level.The people's livelihood problem has become a common issue on the political,academic circles and even the entire society.Due to the limited resources,resource-based cities will process the period of development,growth,maturity,recession.When the cities enter into the period of recession,they have to face the plight of industry transformation and the well-being.If these problems cannot be timely solved,the cities will make the economic development and people's living standards lower.It is an important subject needed to be studied: how to realize the resource-exhausted city industry transformation and sustainable economic development;how to realize the people's livelihood improvement,and let people share the achievement.As are source-based city based on the coal resources development,Wuhai makes a great contribution to China's economic development especially to the demand for coal.But it also brought many difficulties such as economic development and improving people's livelihood.The study about people's livelihood improvement in Wuhai has certain representativeness.It has a certain reference significance and promotion value for the findings of other resource-exhausted cities and regions of the people's livelihood improvement.The paper is based on the combing the domestic and foreign related research literature.It is guided by Marxist ideas of the people's livelihood,Marxist theory of poverty,and the "big five development idea ".At the time using the method of literature analysis and case study research,it will analysis Wuhai's coal resources development,economic growth and people's livelihood improvement.The paper finds that the coal resources development makes a great promotion to the economic development and well-being,but the exhaustion of coal resources leads to the dilemma of the well-being of the Wuhai.In order to crack the predicament,it needs the five development concept as the instruction and takes the following measures which are into the yellow economic belt and realizing regional linkage,transforming and diversifying industry,reinforcing policy support and perfecting the social security system,and improving the precision for poverty alleviation and conscientiously implementing backstops,etc.It is a long process to improve the livelihood of the people,and it cannot be solved at short notice.The people's livelihood improvement of resource-based city is facing many difficulties.To solve these problems,it needs the central government and local government to take concrete and effective measures.
