Urban Elderly Livable Community Construction Of “Three Social Linkage” Research

An aging population is the social problems in our country must face,under this background,the advance of elderly livable community construction,make up the lack of institutional pension and family endowment,promote the development of community care and family endowment,perfecting endowment service system,meet the demand of the elderly diversified pension,is positive and important way to cope with the aging of the population actively try.At present,our country change in social governance concept,innovation of social governance,"linkage" three clubs to community residents committee,social organizations,social workers as the main body,to use its unique operation mode can better promote the urban elderly livable community construction in China.This paper takes "wise governance baisha" project as a case example,the article first briefly describes the project,then from the "three social linkage" plays the role of each main body began to analysis: community are supporters,resources integration;Community social organizations are active participants and service deliverers;Social workers are enablers,professional service planners,links to resources and organization and coordination,"three clubs," the main body of resources complementary advantages,continuous integration in the project implementation,form the service together.In the context of the role positioning of the three parties,this paper focuses on the interaction of the "three clubs" and shows the interaction and cooperative relationship between the three main bodies.From the perspective of evaluation,summed up the "three social linkage" role in the urban elderly livable community construction,community endowment environment improvement,community development,community social organization to be enhanced self-efficacy in the elderly,etc.;Linkage "at the same time,the" three clubs there is a lack of ongoing institutional guarantee and cooperation norms,"three clubs" problems such as conflicts of interest and the friction between the profile control,through the evaluation and forecast the trend of the development of "three social linkage" proposed "three social linkage" institutionalized construction and strengthen the service projects set up two need to improve the important aspects in the future.This paper reflects and discusses the social support network,the localization of professional social work and the perspective of community construction and welfare provision.
