Institution staffing management in China is becoming more and more standardized.But there still exist many problems in reality,such as overstaffed personnel,overstaffed leading cadres,intervention from higher departments,mixed staffing,freeloading and unclear powers and responsibilities.Among them mixed staffing,which has been hanging over the staffing management departments,is a difficult problem for deepening the reform,straightening out the relationship and separating government from institutions.In recent years,with the deepening personnel reform of the administrative organs and public institutions as well as the further standardization of staffing management,mixed staffing has gradually been brought under control.However,due to historical problems and the complex reality,this problem has not been resolved fundamentally and is even becoming more and more serious.In this thesis,with regard to mixed staffing in the local government institutions,based on the theories of institution management theory and so on,by reviewing the literature and empirical research and drawing on the experience of other places,I analyze mixed staffing from the perspectives of classification,influence and reasons,and put forward the corresponding solutions and suggestions,in order to provide reference for the government departments to solve the problems and promote the scientific,normative and effective implementation and function of the staffing management in institutions.This thesis consists of five chapters.The first chapter introduces the background and significance of this research,analyzes the present situation of domestic and foreign research on staffing management,and puts forward the research ideas and main contents.The second chapter firstly introduces the related concepts and theoretical basis of institution staffing management,secondly introduces the definition and classification of mixed staffing,and finally sorts out the historical origins.The third chapter begins with the review of the evolution of mixed staffing in T district J bureau,and analyzes the influence of the problem.The fourth chapter analyzes the causes of mixed staffing.The fifth chapter proposes solutions for the following aspects:to scientifically approve administrative staffing,to standardize local government authority,to explore internal potential,to promote the level of staffing supervision and management.
