Civil Servants,it is to point to perform government service lawfully,bring into national administrative work out,by the staff member of material benefits of wages of national financial burden.Current civil servant system has some disadvantages exist.Civil servants play the role of "people's public servant",but sometimes they were talked about with the words "corruption","bribe","illegal income".The grass-roots civil servants is the most number of members,the most widespread and the closest to people part of civil servants,they are the foundations of our country.Analyzing the current problems in the grass-roots civil servants motivation structure,can provide the basis for the deepening of Chinese civil servants' system reform from the bottom up.The grass-roots civil servants' motivation contains rich contents.This article constructs the motivation structure with the salary,performance appraisal,promotion aspects.Firstly,acquiring knowledge of the grass-roots civil servants' current situation of salary,performance appraisal,promotion by analyzing the relevant laws and X county policy documents.Secondly,selecting Pay Satisfaction,Public Service Motivation,Organizational Commitment as etTect variables of the grass-roots civil servants' motivation,taking X County grass-roots civil servants as sample for Quantitative Analysis.The results showed that Pay Satisfaction level of X County grass-roots civil servants was below the intermediate level,Public Service Motivation level was above the intermediate level and Organizational Commitment level was medium.The analysis of the relevant documents and sample data revealed that the grass-roots civil servants' salary,performance appraisal and promotion aspects were flawed.And thus submitting the suggestion.At the salary aspect,the proportion of base salary should be increased,allowances,subsidies should be brought into appraisal system.At the performance appraisal and punishment aspect,public sector should improve methods,set up a permanent performance appraisal institutions,and improve the accuracy and efficiency of the punishment.In order to solve the promotion problem,a new method was proposed:leader candidate system.It may solve the grass-roots civil servants' promotion dilemma.The purpose of this research is to maintain the effective motivation measures,abandon the inefficient motivation measures,and then apply to civil servants' daily management.Motivating the behavior of the grass-roots civil servants by using effective and reasonable motivation structure can improve civil servants' performance of daily work and reach their full potential.Finally,the reform can be spread through X county pilot to the whole country grass-roots public sector.
