A Study Of The Situation And Strategy Of The Administrative System Reform Of Hebei Province

Our country has carried out 12 relatively large-scale administrative system reform from the state established to 2013.Especially,after the policy of opening-up,the reform started from the transformation of government administrative functions and the creation of high quality service government and continued to implement.The governments of all the provinces had adjusted relatively according to their own conditions.Our country,nowadays,is in a new developing period.The pattern of huge ministry system reform is indispensable in all reforms.The exploration of this “huge ministry system” is the objective requirement of the thoroughly implementation of the party’s mass line.The system is inevitable and has important practical significance.It must cause a series of reform of the government administrative systems and is an important step of the administrative management and economical and social development of our state.However,we are still exploring the reform.Lots of issues have been emerged during and after every reform.The high-level leaders of government,the staff in government department and sociologists have various comments.Thus,the research of the boost of the huge ministry system in administrative system reform is very necessary.The paper based on a large number of theoretical articles and the previous reform of the State Council explored and analysed.through the compare and analysis of the administrative system reform condition of the UK,the USA,Germany,Japan and Brazil.Because the geographical location of our province is unique(Beijing and Tianjin is surrounded by our province and the Bohai Sea embraces our province.),we have heavy tasks to develop economy and maintain stability.The implementation of “huge ministry system” is important to carry out different work in Hebei Province.The writer sent 300 copies of questionnaires to the personnel departments in the government of Hebei Province,asked for the staffs ’ suggestions in governments about overlapping responsibilities in daily work and the adjustment of huge ministry system and,then,the writer summarized and analysed.In the perspective of the writer,huge ministry reform is needed to be explored carefully because it is adjusted according to the development of the society and the profound problems happened in reform are reflected in different aspects.Some problems are about the macro and micro planning.Some are the benefit problems of different departments.Some are department regulatory issues and some are supporting measures problems and so on.Therefore,it is suggested that reform of administrative system of Hebei province could be advanced through the transformation of governments’ function,the implementation of huge ministry reform together by leaders and staff,the optimization of administrative power continuously,the deepening reform by focusing on key points,the improvement of staff’s qualities,the collection of more reform experience and relative reform improvement.
