Delivered at the Third Session of the 11 th NPC in 2005,Wen Jiabao,the Premier of the State Council,point out that building a service-oriented government is needed in China in the?Report on the work of the government?,Since then,it becoming an important task of China in quite a period of time.The Guangxi Zhuang Autonomous Region has a positive response to the call and join the process quickly.The idea of service-oriented government should insure the produce process and execution process of any public issue guidelines and policies must conform to democratic norms and fully embody the values of fairness,impartiality and justice.The grass-roots civil servants as the executor of the public policy,their service behavior should match the idea of service-oriented government.In this paper,we use empirical analysis methods to study the influence of civil servant's work values and try to find out how it works on service behavior.We developed and validated the work values scale and service behavior scale.We got the data through questionnaires and understand the tendency of Guangxi grass-roots civil servants work values and service behavior.We found that instrumental work values has higher tendency than the ultimacy work values.We found that grass-roots civil servants work values has significant effects on service behavior by regression analysis.At first,the rest of dimensionalities of work values have significant effects on service behavior,except growth dimensionality.Secondly,the rest of dimensionalities of work values have significant effects on the role within the service behavior,except the spirit of public service dimensionality.Thirdly,the rest of dimensionalities of work values have significant effects on the role outside the service behavior,except the organizational mechanism dimensionality.According to the discuss,we recommend the government should optimize the service behavior of grass-roots civil servants by focusing on building up the work values,completing the civil servants management system and made the management of civil servants more realization of scientific,combined driving by the organic combination of endogenous and exogenous mechanism.we put forward to providing theoretical support for building service-oriented government.
