A Case Study Of Chengdu High-tech Zone E-government Affairs Public Service Platform Construction

The Third Plenary Session of the 18 th Central Committee of the Communist Party of China put forward the new concept about promoting national governance systems and governance modernization.Vigorously promoting the development of e-government is to promote an important part of national governance systems and governance modernization,and is the strategic initiatives of Deepening of the administrative system and build a service-oriented government.With the economic and social development and technology,public awareness of e-government,needs and expectations is rising.These proposed a more sustained,more difficult and more urgent the huge demand for the development of e-government of China.In our country,many high-tech zones have an important demonstration effect about using system and mechanism innovation and application of information technology to improve public services,and Chengdu Hi-tech Zone walked in the forefront of the country in the construction and application of e-government aspects of public service platform.Therefore,this article used Chengdu High-tech Zone of e-government public service platform construction and operation process and its effect as a case to analyzing the case of implementing e-government public service platform in the process of construction and operation of theories and principles from the perspective of public services and e-government.And summed up the experience in the internet mainly to improve public services through e-government.Through the study of the construction of public service platform,especially e-government public service platform,the main principles of e-government public service platform construction to follow,construction process and the main content,functions and service model high-tech zones will be systematically studied.This paper introduced the background and significance of the research,then,analyzed the theory and related cases at home and abroad as well as advanced smart city construction concept and construction of parks and high-tech zones follow the construction of high-tech zone of public service platform,and focus on the high-tech enterprises in the area of information technology and e-government-related aspects of intellectual demand with the case of Chengdu Hi-tech Zone of e-government public service platform which was new found.Took the theory and methods of public services,smart city,e-government as the rationale or analysis tools to anatomy useful empirical studies of the e-government public service platform in Chengdu High-tech Zone with these three angles.Summed up the advanced experience and provide information and reference for the construction of the same type of high-tech zone of public service platform.Firstly,started from the basic concept of the high-tech research area,discussed the concept of high-tech zones,content and form of expression,introduced the public service concept and high-tech zones service system,and analyzed the demand for public services high-tech zone.Secondly,based on high-tech zone of Chengdu and other cities construction practice,summarized the principles of public service platform construction,architecture and construction of the main content of the High-tech Zone.On this basis,made efforts to elaborate high-tech zone of public service platform business model.Finally,gave the suggestion for promoting the public service platform of High-tech Zone combined experience in building high-tech zone of Chengdu and other cities.
