Research On The Social Stability Risk Assessment Of City Rail Transit

At present,the rapid development of urban rail transit in China has caused many social contradictions.Social stability risk assessment is to promote scientific decision-making,democratic decision-making,decision-making according to law,to prevent and resolve social conflicts.However,China's social stability risk assessment from the theoretical level,the system level to the practical level,is still in the exploratory stage of exploration.This paper studies the current situation and evaluation of urban rail transit project content and procedures,and points out the current domestic social stability risk assessment of urban rail transit problems,including: Narrow scope of assessment.The evaluation method is too simple.Due to the lack of the basis of the analysis of similar projects led to the lack of convincing qualitative analysis.The evaluation procedure and the procedure of solving social conflicts can not be connected.Risk prevention and control measures are not able to guide practice.The analysis of the main risk factors is not deep enough.The negative externality of NIMBY facilities has not yet been fully concerned.The content of evaluation is too wide and the overlap of other evaluation contents.On the basis of pointing out the problems,this paper puts forward some corresponding suggestions,including:To expand the investigation and assessment of the quantity of participation,establish and perfect the public participation mechanism,the establishment of social stability risk case database and expert access mechanism,Establishing the application system of social stability risk assessment,Implement dynamic assessment and social supervision mechanism,deepen the major risk factors assessment and prevention and control,strengthen the NIMBY risk assessment and prevention,Improve the standardization and economy of the evaluation content.In order to further demonstrate the above problems and suggestions,this paper takes the South extension line of Guangzhou urban rail transit line four as a case study.
