In 2015 the fifth Plenary Session of the 18 th CPC Central Committee proposed the comprehensive two children policy.It brought the end to the implementation of the 30 years of the birth control policy.Changes in population policy affect thousands of families.According to the statistics,today in China,there are about one million such “shidu” families,the term for parents that have lost their only child.Face of the large number of lost the only child family,We hope to understand their living conditions and core needs,do something for them,help them reintegrate into society,help them brave face new life.In this study,223 people who lost the only child were investigated by questionnaires.To the current economic,medical,pension and other aspects of the quantitative analysis,to understand their current status of the lives and accurate analysis of their needs.At the same time with the help of social workers interviewed six different but more representative of the individual.To explore the different identity of the background of the sad experience and psychological adjustment process,trying to sum up what factors help them out of the psychological difficulties.After detailed analysis of the questionnaire data,usually lost only child's families with moderate economic conditions,poor physical,general psychological depression,no old-age security.But each family situation is different,for example,there are good economic conditions that pay more attention to spiritual comfort,the young old to avoid the pension problem.They generally need the government to protect their economic level,meet the medical needs,provide psychological counseling and provide old-age services.In addition,because the internal differences lead to individual needs focus is not the same.Guangzhou Government in June 2015 introduced a system of social security in four aspects for this families,including the economic,pension,medical and social participation.To a certain extent,these policies reduce the pressure of life of this families,but also in the community was recognized.Of course,the current social security is still a lot of part to be improved.At the system design level,social security is provided by multi-sector's cooperation but lacksunified management and no corresponding regulatory system.Therefore,the social security operational mechanism is not perfect.In addition,the policy is not tailored to the needs of the group.In the aspect of policy implementation,because the lack of policy advocacy policy is not in place,because the lack of professional social work services help poor results,because the lack of charitable consciousness led to limited participation in social forces.The end of the article,for the current problems and groups specific needs,proposed a program to improve the social security policy.Modern society has been developed from the traditional government management to social governance,the protection of the “shidu” families can not only rely on the government,construct a pluralistic security system is more feasible in modern society.On one hand,first,the government must establish the concept of a service-oriented government,control what ought to be control,abandon what ought to be abandon.Second,strengthen the macro management,improve the operational mechanism required for the policy,expand the existing coverage of the protection of the crowd.Third,provide accurate help and carry out special protection.On the other hand,the government should create a good social atmosphere,to stimulate the community to participate in the power of this families of the rescue and protection.The government pays attention to the cultivation of social organizations and strengthens the construction of volunteer service teams.Encourage citizens to participate in social security,to promote the social drive model.
