Research On The Improvement Of Government Credibility From The Perspective Of Local Government's Response Ability

As a kind of ability that administrative department and the administrative staff obtain the public trust by implementing the administrative behavior,the government's credibility plays a vital role in the whole social credit system.In recent years,with the accelerated process of political democratization,the government credibility's establishment and improvement has become a goal that government departments at all levels pursue,as a government organization that is widely contacted with the masses of the people,the level of local government's credibility is directly related to the stability of the regime in our country.The core of government credibility is the trust that is from public based on own expectations are satisfied,in order to improve the level of public satisfaction,government must constantly to meet and response the needs of public.This paper study the countermeasures of improving the credibility of local government based on the above analysis.First of all,this paper elaborates the topic background from the present situation of the government credibility and the particularity of local government,and analyzes the research status of government response ability,government credibility and the relationship between the two concepts.Secondly,based on the concept of local government response ability and the government credibility,this paper is to evaluate the response ability of local government respectively from the breadth,depth,and the validity of the government's response,and is to measure the level of the government credibility from the government's own behavior,and the public evaluation to the government behavior.Thirdly,this paper selects the Heilongjiang Qingan shooting at the railway station and Shanghai Jinshan residents against "PX" incident in 2015 as a case to study,and trys to analyze the process of events,public demand,government response ability evaluation and the influence of the response ability to the local government credibility.Through studying,this paper found that the breadth,depth,and the validity of response ability of local governments will affect the level of the government credibility,through information open and public participation channels open or not,the breadth affects the government credibility,the depth dimension works efficiently through the degree of ability and quality about administrative personnel,local government rules and regulations and response efficiency,validity dimension influences the government's credibility through two main ways that are the body and the channel of response.Finally,based on the path of influence about the local government response ability to the government credibility,under the perspective of government response ability,this paper proposes that local government should be build up the concept of human-oriented and strengthen the responsibility consciousness to enhance the initiative of responses.And by strengthening information disclosure and opening express way of public participation to broaden the breadth of response,and by simplifying the process and strengthening the administrative personnel's ability to deepen the depth of the response,and by multi-body and multi-channel to response to strengthen the validity of response,local government improves the ability to response demand of the public,and then obtains the public's trust and satisfaction,in order to strengthen own credibility level.
