The establishment and application of electronic records management is the direction of archival information technology and management development.For now,wider application in the use of electronic government operating system and prosperous development,thus the management for electronic files is screamingly necessary and crucial.Tianjin Binhai New Area is a national reform test area.The integration of archival information resources plays a significant role in the archival reform.The archival administrative department in Binhai New Area should take this administrative reform as a great opportunity,to implement the centralized management of electronic records,conformity and sharing in government agencies.First of all the research on electronic records management is significant to the Binhai New Area government management.With the help of advantages and strength from the Document Center and based on electronic government office network,to develop a electronic records management system that can satisfy the electronic records function needs such as online archiving,packaging,transfer and integrated utilization.Which can create favorite factors for standard management of electronic records,data and long-term storage,also,can be prepared for further transfer to Binhai New Area Digital archives.Secondly this paper uses the international references of theoretical bases and practical experience such as Columbia,Pittsburgh management method,and practical explorations about electronic records management in Anhui province,Shaoxing City,Tsingtao City,Shaanxi province and other places.By making comparisons with Binhai New Area electronic records management mode,this paper finds the result of advantages and disadvantages,and analyzes the problems and causes in the technology and management.Finally,finding the problems in the electronic records management based on the Binhai New Area Document Center,illustrating further optimized initiatives,such as utilizing electronic government office network,establishing the management system of the coordination,integration and sharing electronic records,setting up a long-time storage database,eventually establishing the Binhai New Area records management system for improvement and convenient using.
